**For best consideration please submit your application by September 24, 2023 Manages and oversees the data and Eligibility, Recruitment, Selection, Enrollment and Attendance (ERSEA) for Child Development and Family Support (CDFS) programs. Performs a full array of difficult to complex, technical, professional functions. Develops and manages department policies and procedures. Works independently and in a team environment to support the vision, mission and goals of the College and the CDFS programs. This position works a 0.99231 FTE.
Essential Duties ERSEA System Management
Plans, develops, and implements annual program ERSEA plan to ensure an integrated and comprehensive enrollment system for children and families.
Develops recruitment strategies and enrollment systems for Head Start (HS), Early Head Start (EHS), and Child Care Partnership (CCP) programs utilizing community assessment information and input from administration and content managers. Plans, prepares, and attends special recruitment events or activities.
Monitors application and eligibility systems, evaluates systems for ethnic and racial disparities and compliance, and adjusts and suggests system improvements when issues are identified.
Establishes active, cooperative, and meaningful relationships with parents and families, including regular and timely communications in appropriate languages that encourages family and community engagement.
Oversees and audits the processing of applications and eligibility documentation for accuracy and timeliness.
Coordinates, tracks, and monitors transition from EHS-to-HS and HS-to-Kindergarten.
Drafts and revises program’s ERSEA policies and procedures in adherence to Head Start Performance Standards.
Design and deliver program-wide training to employees, parents and community partners on documentation and eligibility related to ERSEA regulations, policies and procedures.
Recruits, selects, hires, schedules, and orients employees. Trains employees and provides opportunities for personal and professional development. Evaluates employee performance, works with employees to correct deficiencies, rewards and recognizes employees, and implements discipline procedures, as necessary.
Maintains enrollment and attendance record keeping and reporting systems, including service area plan, schedules, timelines policies and procedures in accordance with Head Start Performance Standards.
Monitors program attendance and required documentation monthly in adherence to Head Start Performance Standards.
Facilitates Attendance Committee to review program attendance and implement strategies to improve program attendance.
Data Management
Devises and implements efficient and secure procedures for data handling and analysis with attention to all technical aspects.
Formulates techniques for quality data collection to ensure adequacy, accuracy and validity of data.
Establishes rules and procedures for data sharing with upper management, external stakeholders, and others.
Monitors and analyzes information and data systems, and evaluates their performance to discover ways of enhancing them such as new technologies, upgrades etc.
Ensures digital databases and archives are protected from security breaches and data losses.
Troubleshoots data-related problems, and authorizes maintenance or modifications.
Oversees student and family record policies and implementation of procedures for processing records requests, ensuring confidentiality of child and family data.
Develops reporting solutions to support the CDFS program. Works with program managers to determine report specifications. Develops, prepares, and oversees reports to funding sources such as federal and state PIR, Children’s Levy, and other external organizations and to internal stakeholders such as Policy Council Board, College Board, and administration.
Additional Duties
Monitors compliance with applicable federal, state, and local regulations, accrediting commissions, licensing requirements, and with CDFS and administrative regulations and Board policies as appropriate.

Minimum and Desired Qualifications
Bachelor’s degree in business administration, family services, psychology, sociology or related field.
Five (5) years of progressive experience in data and/or ERSEA management, including at least one (1) year of supervisory experience
Demonstrated experience in data analysis, producing presentations and reports that communicate the desired message to broad audiences.
Experience working with diverse backgrounds of the College’s community, students and employees; demonstrated commitment to promoting access and diversity
Current driver’s license, insurance, and access to a reliable automobile during work hours for transportation to off-campus sites
Must have knowledge or experience of Title V and Head Start enrollment, eligibility, selection and attendance regulations (i.e. Head Start performance standards).
Knowledge and ability to use various software programs such as MS Word, Excel, PowerPoint and Publisher
At the College’s discretion, additional qualifying education/experience may substitute for education/experience, on a year for year basis Desired Qualifications
Master’s degree in Business Administration, Accounting or related field
Bilingual skills: oral and written fluency in English with fluency also in Spanish, Russian or another language that meets community/department’s needs
Additional Qualifications and/or Knowledge, Skills and Abilities (KSAs)
Must be enrolled in the Oregon Central Background Registry prior to beginning employment. Enrollment must be continuous in order to maintain employment.
Recognizing and Reporting Child Abuse and Neglect training must be completed within 30 days of hire
Introduction to Child Care Health and Safety training must be completed within 30 days of hire
Prevention is Better Than Treatment training must be completed within 30 days of hire

Working conditions include indoor/outdoor environments, preschool center classrooms, playgrounds, offices, frequent local and occasional out-of-town travel.
