The Data Manager is responsible for supporting data system functionality, consistency, security, and usability aligned with Child Start’s priorities. The Data Manager works in collaboration with other service area leaders to ensure optimal performance and reliability across applicable software systems. Ensure effective and efficient management of Child Plus and other data management systems; provide technical support on Child Plus and other reporting systems; provide required computer training for staff. Supervises Data Processing Specialist(s).
- Direct oversight and maintenance of Child Plus software.
- Design, implement, and maintain a system for user access, group security permissions, and system architecture components that work together seamlessly and ensure data confidentiality and reliability.
- Coordinates with other Managers and Directors to design data systems that improve program efficiency, effectiveness, and eliminates data errors and redundancies.
- Committed to improving the overall quality and performance of the 0-5 Program while moving forward with Child Start’s strategic plans and goals.
- Perform regular audits to ensure data integrity and quality.
- Performs routine maintenance, data imports, and data exports/data uploads within systems utilized by Child Start to monitor and improve quality and performance.
- Produce and summarize program activity reports for management as requested while ensuring the data is presented in a manner that is easily digestible by the audience.
- Serve as Child Plus liaison with Child Plus vendors.
- Review, verify, input and report PIR data and other data as requested/required by federal/state regulations and ensure reliable, timely submission.
- Serve as the resource for trouble shooting computer systems issues.
- Coordinate with IT Manager, finance staff, and others to maintain inventory of all program equipment.
- Coordinates with IT Manager to ensure both staff and the children we serve have the technology necessary to perform at the highest level possible. Make suggestions for changes in IT system for improved operation and usage.
- Provides, oversees and designs trainings that ensure all staff enter reliable, consistent and usable data that guides program area decisions.
- Associates Degree (A.A.) in Computer Science Education, School Administration or related field and/or specialized training or certification.
- Requires more than three years, up to and including five years of related experience and one-year experience with statistical data collection.
- Requires working knowledge of specialized practices, equipment, and procedures.
- Must possess the confidence, authority, skills and experience to provide high quality multi-tier trainings to agency staff to increase agency data capacity
- Ability to analyze data, identify trends and trouble shoot solutions.
- Must possess the skills and experience to use data visualizations and analytics to document appropriate training materials and processes.
- Must have extensive knowledge of Head Start Performance Standards, HIPPA regulations, licensing requirements, and CACFP regulations.
- Requires a high level of personal integrity and ethics.
- Requires a high level of confidentiality and flexibility.
