Summary
Under general supervision, conducts home visits and assesses family needs and parent-child relationships. Provides informal and formal parenting education to participants in their home to address the specific developmental needs of a child. Offers supportive counseling and assistance related to parent-child issues and makes referrals to community or other appropriate agencies which may include mental health providers. Works with Friends of the Family program consultants and maintains records on program participants. Performance of the duties requires knowledge of social problems related to parent-child issues and the ability to reach out to participants identified as needing in-home intervention.
All activities must support the Housing Authority of Baltimore City (“HABC” or “Authority”) mission, strategic goals, and objectives.
Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.
- Reaches out to participants identified as needing in-home intervention. Participants will include pregnant women or parents of young children. Conducts home visits, assesses family needs, and parent-child relationships.
- Offers supportive counseling to parents concerning parent-child issues and/or interpersonal difficulties. Provides assistance to address specific developmental needs of the child.
- Makes referrals to community or other appropriate agencies. Identifies family members in need of assistance and helps with the referral process. May make referrals to address mental health issues and assists in obtaining mental health services.
- Provides informal and formal educational parenting information in the participant’s home or may lead or co-lead a group of parents at the center.
- Works cooperatively with Family Support Services and Friends of the Family consultants.
- Gathers statistical material and data on participants and maintains records in accordance with the requirements of the program.
- Attends all scheduled training at the agency and with Friends of the Family.
- Coordinates with local community resources to establish and maintain a referral network.
- Performs other related tasks as required.
Education and/or Experience
- Graduation from an accredited four (4) year college or university with a bachelor's degree in sociology, human services, human development, or related field.
- One (1) year of experience in counseling, crisis intervention, and advocacy working with parent-child relations.
- An equivalent combination of education, training, and experience that provides the required knowledge and abilities.
