JOB SUMMARY: The Early Childhood Mental Health Consultant (ECMHC) is responsible for providing early childhood mental health consultation support to Head Start staff, children, and families. The ECMHC will provide a broad range of services, including early childhood mental health consultation in classrooms and through training and coaching staff; screening, assessment, and referral services; promotion and marketing of group services; and providing parent trainings. The ECMHC will also collect data, maintain records, and support compliance in all facets of Head Start Performance Standards and State regulations.
ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES:

General Classroom Observations, Consultation & Coaching:
Visit each classroom at least once per quarter.
Provide written and oral observations and strengths-based feedback to classrooms following observations; meet with classroom teams when appropriate. Develop and implement plans as needed.
Provide child development information related to social and emotional development and mental health.
Provide guidance to staff on interpreting social and emotional screening and assessment tools and findings. Provide guidance and model developmentally appropriate activities for children and effective ways to work with and support young children.
One on one support calls with sites/classrooms as needed.
One on one support calls with sites/classrooms as needed.

Staff Training:

Support, coordinate, and provide staff trainings related to:
Social, emotional and mental health issues at least once per quarter.
Trauma Informed Care
Additional trainings within training days and In Services opportunities or as needed
Develop and implement a monthly Q&A opportunity for staff to partake in.

Programmatic Consultation:

Participate in meetings.
Participate in the development and implementation of mental health program and policy.

Parent Training:

Provide support and resources for parent trainings.

Individualized Child-? and Family-?Centered Observations & Consultation:

Conduct observations and assessments of individual children as assigned or referred for consultation.
Meet with families to consult on child and family needs and create or follow up on plans to support these needs.

OTHER RESPONSIBILITIES:

Contributes to federal, state, and local reporting requirements
Completes, submits, and tracks all mental health documentation items on appropriate forms and within databases.
Utilizes systems to complete job duties (TEAMS, SharePoint, ChildPlus, Trackstar, etc.)
The ECMHC will report to the Head Start Services Manager, who will assign and oversee the work of the ECMC. The supervision meetings will occur on a bi-weekly basis between the Service Manager and ECMHC. Performance evaluations will be conducted at 3 months post hire and annually thereafter.
Performs all other duties as assigned.

EMPLOYMENT REQUIREMENTS AND REQUIRED EDUCATION:

Must be at least 18 years of age.
Must pass state and federal background checks for convictions of violence and child abuse and/or neglect, including fingerprints, and maintain compliance with Criminal History Registry.

Master’s degree required in Social Work, Psychology, Counseling, or related field.
Clinical license or certification as a Mental Health Professional. With a minimum of 2 years direct experience in a mental health setting providing prevention services and/or mental health therapy to children and families.
Responsible work ethic with reliable attendance.
Knowledge of child development from birth to 5 years of age, specializing in mental health.
Must attend 15 hours of professional development training annually.
Proven ability and willingness to be self-directed in problem solving and decision-making and perform basic assignment with little or no direct supervision while also working effectively as a team member.
Experience planning, developing, assessing and administering program services for children and families; work as a member of a team to assess the quality of services and develop program services.
Demonstrated intermediate level of computer skills necessary to use and create documents and reports, spreadsheets, workshop materials and slide presentations, and to enter data into intricate database programs and proficient use of Microsoft Word, Excel, PowerPoint, Publisher, and Outlook.
Must keep all matters concerning participants in strictest confidence as required by HIPAA privacy and the 42 CFR, Part II confidentiality regulations.
Must provide a TB screening and basic physical exam within thirty (30) days of hire with follow-up every three (3) years at employee’s expense.
Must complete and maintain CPR and First Aid Training certification at employer’s expense.
Must have valid Driver’s License and proof of insurance or must have acceptable alternative transportation
Must be able to provide own transportation to meet work schedule requirements.

PREFERRED EDUCATION AND EXPERIENCE:

Experience working with Alaska Native cultures and communities with strong competence in multi-cultural environments preferred.
Familiarity with Child Plus, SharePoint, TEAMS, TrackStar etc. software.
Knowledge or experience in Head Start program.
Experience in providing adult training.
